Coralie has webbed hands and Sardie turns her into a mermaid attraction. Eddie is a photographer and sometime private investigator. He was looking for a girl who disappeared during the Triangle Shirtwaist Factory fire and ends up in Coney Island. He happens upon the people who are displayed in Sardie's museum and falls instantly in love with Coralie and she with him. Eddie finds out that Sardie has the missing girl's body, intending to turn it into a mermaid freak for his museum. Eddie steals the body. When Sardie finds out, he imprisons Coralie in the basement. On the night of the Coney Island fire, Sardie is killed. Eddie rescues Coralie. They marry and live happily together.
