Colin Glencannon is an always-inebriated chief engineer on a merchant ship at the start of WWII. He's determined to ignore the war entirely. During a Japanese attack, he goes ashore to buy more whiskey and is captured. First he's mistaken for an admiral and, with another prisoner, Commander Barry, he's sent to repair a dry dock. Glencannon figures out a way to destroy the dock. He then finds a Japanese code book, which Barry tattoos on Glencannon's hairy chest to hide it from the Japanese. There are various other capers, all of which involve Glencannon becoming an unintentional hero while very much under the influence of alcohol. Somehow, in spite of himself and the danger he's constantly in, he manages to survive.

Review - Mr. Glencannon Ignores the War

Amusing. There are several stories of his exploits, but I think the joke would get old after a while, so for now I'm just sticking with this one.
